He didn't cut for 149 about 16 months ago. And about 12 months ago he easily made it down to 66kg

In an interview his junior year after Fila Junior, Green openly stated he didn't cut for 149 and that 66kg was easy.

I don't think he gets to 65Kg. and has enough to get past Metcalf. I think Pico is more of a realistic option. I think we need to figure out what we're going to do at 86Kg. I love Jake, but I just don't see him making an impact internationally anymore. Another question is will Trevel be back in top form?

If he is able to drop, he has roughly 3-4 months to make weight for the U.S. Open, so he can space out the weight dropping.  It doesn't appear he has a lot of weight to lose but if he and the coaching staff thinks he can do tas hat AND be able to go through Pico an Metcalf at 65 KG to make the team, then I would think he's the best chance of bringining home an Olympic medal at that weight.  Which hasn't been done since...2004. 

How much overstrength will he lose if he cuts down that far? 
Could he bump up to wrestle 86 KG effectively in 3-4 months? 

His tenacity and that got him to the semi-finals this week was what the US Team needs in order to come away with another medal in Rio.

66kg  is not 65kg and those matches took place 3 years out from the Olympic Trials.
