Looking at the South Beach Duals and the 16 teams that are there this could really be a premier event if they made it a dual tournament with an overall champion. So I think a 16 team tournament only makes sense if it is an everyone gets exactly 4 meets event. The other thing they would like to avoid is rematches of teams seen in season, so you want to avoid Lehigh-Cornell, Va-NC-NCS, Minn-Ind-Purdue-MSU etc, You might be able to avoid that with switches in the consolations (who really cares if a team finishes 12-13? This will be the first time this season, Lehigh has had a somewhat full team and will give The Mountain Hawks an opportunity to see how they shape up against some top competition, with a fairly full team. The 2 Coaches that were instrumental in creating this event (Rob Koll & Brian Smith) have no desire to make this a bracketed/meat-grinder event. The purpose is/was to get their wrestlers matches during the Holiday break with the "flexibility" to dual opponents of THEIR choosing. And Florida is a nice late-December destination. They could do basically what they originally intended just tweak it to produce a title match that could draw some national attention and good publicity for the sport.
