Stephen Abas was a master of the overhook “throwby” (whatever you want to call the move) series. He used to do it to a few different finishes, including what Hall and Heflin did.

I think Kendall Cross use to hit that from both the overhook and underhook positions. It's not a simple throwby. The focus is using your inside leg to trap your opponents ankle as you throw it by kind of like a junior high arm drag. I've seen Guerrero hit similar stuff too. You can see the influence on Heflin who usually isn't a slickster.
