When the ref started finally to count it appears that the shoulders might both be within 4 inches. I would say before that probably not as neither shoulder was on the mat for any length of time especially with the other shoulder less than 45 nor were the shoulders both within 4 inches and the top guy's body was often below the shoulders. Sure...remember the bottom of the scapula counts as part of the "shoulder", and he was pretty much propping up with the elbow on the other side. I'd have made it stick, why not? But certainly looks like the ref gave 5 consecutive swipes, so I think the bigger question is why he waved off the points (according to the description in the video).
