Do they seed Russian Nationals??

I was surprised to see that Sidakov and Tsabolav met in the 1/8 round at Russian nationals.  Does anyone know if they do any seeding as we do here or is it done as a random draw like the world championships were until a couple of years ago?  Sidakov should obviously have been seeded 1st as he won the last two world championships at this weight.   Tsabolov is a past world champion that took world silver in the 2017 championships prior to Sidakov starting his run.  It seems odd that they would see each other so early in the tournament.

Unless the crooks who run the thing thought the timing worked out better for one or the other? Or Tsabalov as considered to be over the hill?

Seems unlikely Russian nationals in unseeded because of their fear of corruption...perhaps its unseeded because the corruption is so rampant everyone insists on it?

No idea, just guesses.

In all likelihood, the is the case.  Many of us have been to contentious high school or college seeding meetings.  Well, a seeding meeting for Russian Nationals would be exponentially more challenging to conduct and manage.  It is easier to just have them random draw, especially if first place is all that matters. I don't know if even conduct an Olympic Trials, or if it is a direct selection as was done previously (Kareline reportedly wasn't the top Russian 130kg GR wrestler when he lost in the 2000 Olympic Games, but they wanted the propaganda of the great champion winning 4 gold medals).
