I could be wrong about this but it seems to me that LU tried to file a protest based on the fact that the 2nd stalemate call should have been stalling but were denied based on the fact that they had left the mat area prior to filing the protest.   I expect Gimp would know the details of that situation.  Anyway that is why I don't think it was a simple case of "judgement " call.  I think the rule was the 2nd time dropping to the leg was suppose to be stalling.  I could be wrong.

That's the rule that came out of the situation, in my opinion. It kept getting stalemated in 2003. The next year, it went stalemate on first drop to the ankle, second would be a stall.
