7 out of 20 finalists is just crazy but people will keep making per capita arguments.  What is the combined state populations from the other 13 finalists?

Keep in mind, PA's population has had very stagnant growth the last 70 years.  10.5 million in 1950, 12.8 mill now and will be passed by NC in the next decade.
