Top stalling penalty

So let a ref take 1 min., 2 min., 3 min., 4 min., even 5 minutes Riding time away? That will never pass.

No. Stalling on the mat is too subjective. Referees would be to involved in the outcome. Only way is to bring them back to their feet after a certain time like freestyle. If you give points for riding, then guys are going to be doing anything they can to ride. Unrealistic to expect that wrestlers are going to be able to turn other D1 opponents. It is way too tough, unless you are Spencer Lee, then it is easy

1.  Rename stalling “passivity.”  
2.  5 count when bottom wrestler gets to his feet.  If the 5 count is reached, award 1 point to bottom wrestler and start NEUTRAL.  (Same with hanging on leg after takedown awarded).  Too subjective when referee gets to determine what an “attempt to return” the wrestler is.  Basically this is the “top” version of linear danger when in neutral.

3.  Award 1 point and neutral if bottom and top wrestlers go out of bounds while both on their feet.  Prevents pushing opponent or pulling opponent out of bounds.  
 
DOMINANT TIES/Holds:  Russian tie, leg riding with bottom man hip off mat, sitting on ankle.  —referee restarts (neutral/referees) if there is no attack or imminent turn within 15 seconds of securing a dominant tie or position.  If the top wrestler releases the leg ride and gets legs out, they can reapply to restart the chance for an imminent turn. —Example:  spiral to leg ride.  No turn imminent, release leg ride and transition to wrist tilt or far wrist half or cross face far ankle.

my idle mind solution: stalling on top should mean a stall call against the top wrestler, then release and reset without an escape point like freestyle. Also like @Jim L's solution, which is basically the same but without the stall. You do have to let the top wrestler accumulate or eliminate RT, though, as long as a riding point is awarded.

I don't think this would work as many have pointed out there is too much subjectivity involved.  I do like the idea of only letting a top wrestler ride for 30 second before the two are brought back to their feet.  It would force a little more action rather than watching RBY hook a leg for 4 minutes.  At least with this he would have to get another take down before he could hook for another 30 seconds.  Or watching Warner return a guy to the mat 400 times.

I’d like to see the ferrari tactic called stalling.  He rode the rulebook like a champ, and kudos to him for finding the loophole, but just driving your opponent out of bounds with a last second “leg attack” on top is and should be called stalling.  It is intentionally discontinuing/stopping action because you can no longer control your opponent without giving up a point. This is exactly why side headlock, dropping to an ankle, neutral exposure, and neutral out of bounds stalling rules were all put into effect.

He recreated the most boring and stalling-filled style we have seen since dropping to a single leg on the mat was a completely legitimate ride.  He very intelligently earned his title, and that loophole needs to be closed.
