It is possible to compete prior to 9 months.

1st- it depends on the nature of the new ligament. If gor-tex it could be as few as 3-4 months. However, the likelihood of needing a subsequent recon goes up. You can do appropriate cardio, stretching and strengthening straight through. I believe the 9 month time frame is as much making sure the new ligament is solidly in place and that you have eliminated much of the ensuing scar tissue which limits flexibility. You put a lot of transverse stress on the knee so you should try to be sure. For some athletes, they might be willing to chance it and go earlier. The reason I had heard of the 3-4 months with gor-tex was that some years back a female field hockey (could be lacrosse) olympian did it that way so as to be ready that summer.

I remember reading that a possible MAJOR contributing factor to not getting surgery, is the fact that BOTH knees need it.  On top of that, the knee not getting the surgery takes a lot of stress during the recovery and rehabilitation process.  So, what would be the competitive gain for doing just one?  He could truly be further compromising one for the hopeful recovery of the other, with just enough time to HOPE the recovery is fully successful.

Even if he went that route, how much time would have been lost training(conditioning, wrestling skills, etc)?  The only other option would have been to definitively redshirt this season, get surgery right after last season and then get the other surgery right after he confirms a full successful recovery.  That would almost certainly entail a lot of hope and prayers with a possibility of substantial regression due to long layoffs.

Finally, Lee has already had surgery, only to end up with the injury again.   He may simply have lost confidence in the surgery itself...

Against Mizzou they are only really locks at 133, 141, and 285 but bonus could be limited there.

If a dual vs miz happens will brands wrestle the bull vs Otoole?
or save that lose for nationals?
