It looks like they replaced that restriction with one forcing them to sit a year (and lose it, I believe). That might be even more of an issue- if the portal rules didn't override. I know Hildebrandt and Suriano transfers have been announced already, obviously. Checking Track and it appears that Hildebrandt has passed certification for Penn State.
