NCAA refs, please enforce stalling rule

FILA's curent interpretation of the rules is that the refs HAVE to nail one guy or the other for passivity if both guys are doing nothing. Thoughts on the benefits and drawbacks of this and wether folkstyle should adopt that policy?

 

BTW the way guys run out of bounds in folkstyle is brutal, just brutal.

They Did This in the early 80's... it was a DISMAL failure.... !!

Officials would make any stall call in the first 30 seconds (regardless of any stalling or even the correct guy)...JUST to get it out of the way... guys were getting screwed all the time...

 

Guys were winning matches by BIG scores and being VERY aggressive... Yet.. were hit for stalling in the first period for absolutely NO reason... it was terrible... !!

Another option would be to take stalling out of the rules completely? Maybe wrestlers would then be forced to make things happen even if the other guy is stalling? You could then have a push out rule, a backing away rule, and other rules to force positive action? Just asking officials to make better decisions is useless, and in the eye of the beholder anyway.
