PA is a pretty easy source for this list. There are many who have done well in college without winning a state title.

Dan Glenn was a 2 time Junior National champion who lost on split referees decision to Jim Gibbons in state finals. Glenn then placed 3,3,2 in NCAA's. Glenn beat Lewboo 8-7 at Junior Nationals. I believe 2 time NCAA champion Chuck Yagla never won state.
